The office is open Monday through Friday, 8am to 4:30pm. They close on state holidays. Hugo is the county seat and the only location in Choctaw County where you can apply for a marriage license or request copies of marriage records.
Both people must come to the Choctaw County clerk's office in person. Bring valid photo ID. The fee is $50, or just $5 if you have an original premarital counseling certificate documenting at least four hours of counseling from a qualified provider, as laid out in 43 O.S. 5.1. Copies of the certificate are not accepted. After payment and signatures, you get the license immediately. It is good for 10 days.
Choctaw County takes its name from the Choctaw Nation. The area has strong ties to the Choctaw people, and the Oklahoma Historical Society holds Indian Territory marriage records from the Choctaw agency dating back to 1841. These records are stored on microfilm at the Research Center in Oklahoma City and can be incredibly helpful for genealogy research in this area of southeastern Oklahoma.

Marriage License Requirements in Choctaw County
You must be at least 18 years old with a valid photo ID. Applicants aged 16 or 17 need a parent or guardian to sign consent and must bring a certified birth certificate. Anyone under 16 requires a court order. No blood test is needed. There is no residency rule. You can live in Texas and get a license in Choctaw County. The ceremony has to be in Oklahoma, though.
No waiting period applies to adults 18 and older. Under-18 applicants have a 72-hour wait unless a judge removes it. If someone was divorced in Oklahoma within the past six months, they can only marry their former spouse during that time. This rule does not apply to divorces from other states. The Choctaw County clerk checks for this before any license is issued. Under Title 43, Section 7 of Oklahoma Statutes, officiants no longer pre-register their credentials with the court as of November 1, 2022.

A Choctaw County marriage record includes the full names of both parties, their ages at the time, and the date of the ceremony. The file has three main parts: the Affidavit on Application filled out at the clerk's office, the Marriage License issued by the clerk, and the Certificate of Marriage signed by the officiant and witnesses after the wedding. Some older records from Choctaw County note marital status before the marriage. Later records may include birthplace, addresses, and parent names.
