Both people must appear together at the Kay County Court Clerk to apply. Each needs a valid photo ID. Accepted forms include a driver's license, state ID, passport, or military ID. The fee is $50. With an original premarital counseling certificate that shows at least four hours from a qualified provider, the fee drops to $5 per 43 O.S. 5.1. Only originals are accepted.

Once you pay and sign, the clerk issues your license. It stays valid for 10 days. After the ceremony, the officiant and two adult witnesses sign the license. Kay County Marriage License Requirements

Oklahoma marriage license rules apply across all counties including Kay. You must be 18 or older with valid photo ID. Ages 16 to 17 require parental consent and a certified birth certificate. Under 16 requires a court order. No blood test is needed anywhere in Oklahoma. No residency requirement exists. You can get a license in Kay County even if you live somewhere else entirely. Adults have no waiting period at all. Those under 18 face a 72-hour wait unless a judge issues a waiver.
