Washington County Marriage License Rules
Oklahoma applies the same marriage license rules to all counties. You must be 18 with valid ID. Applicants aged 16 or 17 need a parent or guardian present to sign consent and bring a certified birth certificate. Under 16 requires a court order. No blood test is needed. No residency rule exists. You can live in Kansas and get a license in Bartlesville, but the ceremony must happen inside Oklahoma.
Adults face no wait. Under-18 applicants have a 72-hour hold unless a judge waives it. The six-month divorce rule also applies. If someone was divorced in Oklahoma within the last six months, they can only remarry their former spouse during that window. Divorces from other states do not trigger this. The Washington County Court Clerk checks for recent Oklahoma divorces when processing your application.
Under Title 43, Section 7, ministers and officiants no longer need to pre-register with the court before performing a ceremony. They just sign the certificate after. This rule changed November 1, 2022.
Note: The marriage license is valid for 10 days from the date of issue and must be returned to the clerk within 5 days after the ceremony.

What Washington County Marriage Records Include
Each Washington County marriage record contains three parts. The Affidavit on Application is the form both people complete at the clerk's office with their names, ages, and ID information. The Marriage License is what the clerk issues to authorize the ceremony. After the wedding, the Certificate of Marriage is signed by the officiant and two witnesses and filed with the Court Clerk. That certificate is the permanent record.
Most records show both names, ages at the time, and the ceremony date. Some older records note the bride's prior marital status. Later filings may include birthplace, home address, and parent names. OSCN displays names and filing dates but does not show the certificate image, witness names, or the officiant. For those details, contact the Washington County Court Clerk in Bartlesville directly.
