If you can show an original premarital counseling certificate documenting at least four hours with a qualified provider, the fee goes down to $5 under 43 O.S. 5.1. Only the original certificate is accepted.
After you pay and sign the application, the clerk gives you the license. It is good for 10 days. The officiant and two witnesses who are 18 or older need to sign it after the ceremony. Washita County Marriage License Requirements
The rules for marriage licenses are the same in all 77 Oklahoma counties. You must be 18 or older with a valid photo ID. If you are 16 or 17, a parent or guardian must be present with consent and a certified birth certificate. Under 16 requires a court order. No blood test is required anywhere in Oklahoma. There is no residency requirement either. You can live out of state and apply in Washita County, but the ceremony has to take place in Oklahoma.
Adults have no waiting period. Under-18 applicants must wait 72 hours unless a judge waives the hold. There is also a six-month rule for recent divorces. If either person had an Oklahoma divorce within the past six months, they can only marry their former spouse during that window. Divorces from other states do not count. Ministers and other people who perform ceremonies do not need to pre-register their credentials. Under Title 43, Section 7, the officiant just signs the certificate to confirm authority. This change was effective November 1, 2022.

A marriage record in Washita County has three parts. The Affidavit on Application is the form both people fill out with names, ages, and ID details. The Marriage License is what the clerk issues to allow the ceremony. After the wedding, the Certificate of Marriage is signed by the officiant and two witnesses, then returned to the clerk.
