The Tulsa County Court Clerk is at 500 S. Denver Ave., Room 200, Tulsa, OK 74103. The phone number for marriage records is (918) 596-5478. Hours are Monday through Friday, 8am to 5pm, with applications accepted until 4:30pm. The Marriage License Division is on the second floor of the Tulsa County Courthouse. The office provides personnel for 35 District, Associate, and Special Judges and maintains case statistics for state reporting. Sundy Wiley serves as the Department Head.
Tulsa County was the first county in Oklahoma to implement the OSCN system back in October 1999. That pioneering step brought court records online and paved the way for the statewide system that now covers all 77 counties with over 15 million cases. The clerk's office handles a large number of marriage licenses each year, and the staff is experienced with both straightforward applications and more complicated situations involving name changes or prior divorces.
Both people who want a license must appear in person at the Tulsa County Court Clerk. Each person needs a valid photo ID such as a driver's license, passport, or military ID. The fee is $50. If you bring an original premarital counseling certificate showing at least four hours of counseling from a qualified provider, the fee drops to just $5 under 43 O.S. 5.1. The clerk will not accept a copy. It has to be the original. Payment at the main office can be made with cash or credit card.
Once you pay and both people sign the application, the clerk gives you the license. It is valid for 10 days. After the ceremony, the officiant and two witnesses who are at least 18 must sign it. Two witnesses are required at every Tulsa County ceremony. The completed license must come back to the Court Clerk within 5 days. That returned form is what becomes the official marriage record on file.
Tulsa County Broken Arrow Satellite Office
Tulsa County also runs a satellite office in Broken Arrow for people on the east side of the county. This is a big deal for couples who work during the week. The Broken Arrow satellite is open Monday through Friday from 8am to 5pm, with applications taken until 4:30pm. On Saturdays, the office is open from 9am to 1pm. Saturday hours make this one of the most convenient locations in the state for getting a marriage license.
The satellite has the same fees and requirements as the main courthouse. One key difference: the Broken Arrow location only takes credit or debit cards. They do not accept cash or checks. If you plan to visit on a Saturday, bring a card. The satellite can also provide copies of marriage licenses and divorce decrees, so you do not always have to go downtown.

The Oklahoma State Courts Network is the best free way to search Tulsa County marriage records from home. No account is needed. Select "Tulsa" from the county dropdown, pick "Marriage License" from the case type menu, and enter at least a last name. You can add a first name or a date range for more specific results. Search results display the case number, both names on the license, and the filing date. You can sort any of these columns.
Documents marked "Document Available" can be pulled up as PDFs. But the system does not show you the actual certificate image, witness names, or who performed the ceremony. For that level of detail, you need the physical file from the Court Clerk. Most Tulsa County records appear on OSCN within 24 hours of filing. That is faster than many rural counties, which may take 48 to 72 hours.

Tulsa County Marriage License Requirements
Oklahoma law sets the same rules for all 77 counties. You must be 18 or older with a valid government-issued photo ID. Acceptable forms include a driver's license, passport, certified birth certificate (not the hospital version), or military ID. Applicants who are 16 or 17 need a parent or guardian to come along, sign a consent form, and bring a certified birth certificate. Anyone under 16 can only get a license through a court order. There is no blood test or physical exam required.
No residency requirement exists. You do not have to live in Tulsa County or in Oklahoma. The ceremony must take place within the state though. Adults 18 and older face no waiting period at all. Under-18 applicants have a 72-hour wait that can only be waived by a court order.
There is a six-month rule to keep in mind. If either person was divorced in Oklahoma within the last six months, they can only remarry their former spouse during that period. This restriction does not apply to divorces from other states. The Tulsa County Court Clerk checks for this when you apply. If someone has a former name that does not match their current ID, they may need to bring a certified court order showing the name change.
Under Title 43, Section 7, ministers and other officiants no longer need to pre-register their credentials with the court. This change took effect November 1, 2022. The person performing the ceremony signs the certificate to confirm their authority to do so.
